The 2026 Georgia Danger Index compares these risks using the latest complete and reasonably comparable information available from federal, state, and local public sources. The report evaluates broad community-level patterns; it does not suggest that every neighborhood, roadway, or property within a listed area presents the same level of danger.

How the Georgia Danger Index Is Calculated

The Georgia Danger Index combines transportation, weather, flooding, property-loss, population, and community-recovery indicators to produce a comparative risk score for major Georgia communities.

The index compares the 25 most populous incorporated cities and consolidated governments in Georgia for which sufficient comparable data are available. Population eligibility is based on the latest U.S. Census Bureau estimates available when the report is calculated.

Each community receives category scores ranging from 0 to 100. A higher score represents greater relative risk within the Georgia comparison group. Category scores are multiplied by the weights below and combined into an overall Georgia Danger Index score of up to 100 points.

How the Overall Score Is Calculated

Metrics are converted into percentile-based scores within the Georgia comparison group. The community with the greatest measured exposure generally receives a score closest to 100 for that metric, while the community with the lowest measured exposure receives a score closest to zero.

The overall score is calculated using the following formula:

Overall Score = (Roadway Risk × 30%) + (Freight Exposure × 10%) + (Severe Weather × 20%) + (Flood Risk × 15%) + (Property Exposure × 15%) + (Community Vulnerability × 10%)

Final scores are rounded to one decimal place. If two communities have the same displayed score, their unrounded scores determine their order.

Reporting Periods and Geographic Comparisons

  • Traffic data: The latest five complete years available through the Georgia Department of Transportation are used to reduce the influence of an unusually high or low single year.
  • Severe-weather data: The latest ten complete calendar years are used to account for annual variations in tornadoes, thunderstorms, hail, tropical systems, and other weather events.
  • Flood and natural-hazard data: The latest FEMA risk, expected-loss, vulnerability, resilience, and flood information available when the report is calculated is used.
  • Population and housing data: The latest U.S. Census Bureau population estimates and American Community Survey measurements available at publication are used.
  • City-level measurements: Municipal data are used whenever the source provides reliable city boundaries and filters.
  • County or census-tract measurements: When municipal figures are unavailable, county or census-tract measurements are assigned or aggregated using the most geographically appropriate method. These substitutions are identified in the research notes.

Raw incident totals are evaluated alongside population, housing units, traffic volume, or another appropriate exposure measure whenever possible. This prevents larger communities from automatically ranking higher simply because they contain more residents, vehicles, roads, and properties.

Primary Data Sources

Data-Quality Rules

  • A community must have sufficient information across all six categories to receive an overall ranking.
  • Incomplete current-year crash and weather data are excluded from multiyear comparisons.
  • Duplicate events and overlapping measurements are reviewed before scores are calculated.
  • When related measurements could count the same risk twice, event frequency is assigned to the hazard category while financial loss is assigned to property exposure.
  • Data years, geographic substitutions, and material calculation changes are disclosed in the research notes.

How the Rankings Should Be Interpreted

A high Georgia Danger Index score does not mean that every neighborhood, roadway, or property within a community presents the same level of danger. Conditions can vary by location, season, time of day, weather, building type, road design, and individual behavior.

The index compares broad patterns among the Georgia communities included in the study. It is not an official government ranking, a prediction that an accident or property loss will occur, or legal advice concerning a particular accident or insurance claim.

Review and Update Policy

The Morgan Law Group intends to review the Georgia Danger Index annually as public agencies release updated crash, population, weather, flood, property-loss, and community-risk information. Rankings may change as communities grow, infrastructure changes, storms affect different regions, and agencies revise or complete their datasets.

The latest finalized Georgia traffic report covers 2023. Preliminary 2024 figures are included below only to show the direction of recent trends; they are not substituted for finalized data when calculating multiyear city scores.

1,615 Traffic Fatalities

Georgia recorded 1,615 motor-vehicle traffic fatalities in 2023, equal to 1.28 fatalities per 100 million vehicle miles traveled.

8,171 Serious Injuries

Law-enforcement crash reports identified 8,171 suspected serious traffic injuries during 2023, a 12% increase compared with 2019.

373,135 Reported Crashes

Georgia recorded 373,135 police-reported crashes on public roadways during 2023, including fatal, serious-injury, other-injury, and property-damage-only crashes.

$2.4 Billion in Medical Charges

Motor-vehicle-related emergency-room visits and hospitalizations generated approximately $2.4 billion in reported charges in Georgia during 2023.

Recent Georgia Traffic Trends

Preliminary 2024 data indicate that Georgia experienced fewer roadway deaths and fewer police-reported crashes than in 2023. The estimated number of traffic fatalities declined to 1,422, while the preliminary fatality rate fell to 1.12 deaths per 100 million vehicle miles traveled.

The statewide improvement is significant, but the totals do not show how risk is distributed among individual cities. The Georgia Danger Index therefore evaluates local crash frequency, population-adjusted rates, serious injuries, pedestrian and bicycle exposure, commercial-vehicle activity, and other community-level indicators rather than ranking cities by statewide totals alone.

Georgia’s Natural-Hazard Profile

Transportation risk represents only part of Georgia’s overall danger profile. The Georgia Emergency Management and Homeland Security Agency identifies hurricanes, tornadoes, severe storms, wildfires, and floods among the natural disasters that regularly affect the state. GEMA describes thunderstorms and the flooding they can produce as Georgia’s most common natural disasters.

According to The Morgan Law Group’s review of Georgia’s statewide risk data, no single measurement adequately describes community danger. The city rankings therefore combine roadway conditions with severe weather, flooding, property exposure, freight activity, and community vulnerability.

Georgia Roads and Highways With Significant Risk Factors

Georgia’s most significant roadway risks are concentrated along heavily traveled interstate corridors, freight routes, congested metropolitan highways, high-speed rural roads, and urban arterials shared by drivers, commercial vehicles, pedestrians, and bicyclists.

The Georgia Danger Index evaluates roads using crash frequency, crash severity, commercial-vehicle exposure, traffic volume, congestion, pedestrian and bicycle risk, roadway characteristics, and the communities each corridor passes through.

The following highways and corridors warrant particular attention based on transportation plans, freight studies, safety assessments, and crash-related findings from the Georgia Department of Transportation and regional planning agencies. They are not presented as a numbered ranking because the available public studies cover different geographic areas and reporting periods.

I-285: Atlanta Perimeter

Interstate 285 carries passenger vehicles and substantial commercial-truck traffic around metropolitan Atlanta. Through trucks generally use the perimeter because they are prohibited on the central I-75/I-85 corridor inside I-285.

Frequent interchanges, merging traffic, congestion, construction, and connections with I-20, I-75, I-85, and GA-400 create multiple points of conflict.

I-75: North–South Freight Corridor

Interstate 75 connects northern Georgia, metropolitan Atlanta, Macon, and communities extending toward the Florida border. The Atlanta-to-Chattanooga segment is identified by GDOT as Georgia’s most freight-intensive long-haul corridor.

High travel speeds, heavy truck activity, major interchanges, congestion, and long-distance traffic contribute to the corridor’s risk profile.

I-85: Northeast Georgia Corridor

Interstate 85 connects Atlanta with northeast Georgia and South Carolina while serving commuters, regional travelers, distribution facilities, and interstate freight.

Risk factors include heavy traffic, commercial vehicles, high-speed travel, construction zones, and recurring congestion near metropolitan interchanges.

I-20: East–West Corridor

Interstate 20 carries passenger and freight traffic across Georgia through Augusta, metropolitan Atlanta, and communities west of the city.

Its intersections with I-75/I-85 and I-285 bring together high traffic volumes, complex merging movements, commercial trucks, and recurring congestion.

I-16: Savannah–Macon Freight Route

Interstate 16 is a central freight connection between the Port of Savannah, coastal Georgia, Macon, and the state’s larger interstate network.

Commercial vehicles, long rural segments, high speeds, changing weather, construction, and limited access to services in some areas can increase the consequences of a serious crash.

SR 70: Fulton Industrial Boulevard

Fulton Industrial Boulevard is a major employment and freight corridor connecting industrial properties with I-20 and I-285.

A regional freight study found that crashes within the Fulton Industrial District were 450% more likely to involve a truck than crashes elsewhere in Georgia. SR 70, I-285, and Donald Lee Hollowell Parkway accounted for 77% of truck-involved crashes recorded within the study area from 2016 through 2020.

Why Georgia’s Major Interchanges Require Special Attention

Interchanges combine vehicles traveling at different speeds and require drivers to merge, change lanes, follow directional signs, and react to congestion within a limited distance. Risk can increase when these movements occur alongside commercial trucks, work zones, poor weather, or drivers unfamiliar with the area.

Urban Arterials and Pedestrian Risk

Interstates are not the only roads included in the Georgia Danger Index. Multilane urban arterials can combine high vehicle speeds with driveways, intersections, bus stops, businesses, pedestrian crossings, and limited bicycle infrastructure.

These conditions are particularly important in metropolitan communities where residents may need to cross wide roadways to reach employment centers, schools, stores, transit stops, and residential neighborhoods.

High-Risk Rural Roads

Georgia’s rural roads present a different combination of hazards. The state defines a high-risk rural road as a qualifying rural collector or local road with fatal and serious-injury crash rates above the statewide average, increasing traffic likely to create an above-average rate, or roadway characteristics associated with significant safety risks.

Those characteristics may include narrow cross sections, limited shoulders, substandard alignment, roadside hazards, sharp curves, darkness, long emergency-response distances, and areas where vehicles can leave the travel lane or enter opposing traffic.

How Roadway Risk Affects the Georgia Rankings

A city does not receive a high transportation score merely because an interstate passes through it. The Georgia Danger Index considers the frequency and severity of crashes, population-adjusted rates, pedestrian and bicycle incidents, commercial-vehicle involvement, traffic exposure, and the concentration of major corridors within or near the community.

According to The Morgan Law Group’s methodology, roadway risk is strongest when several conditions overlap—for example, high crash severity, heavy freight activity, congested interchanges, vulnerable road users, and limited alternatives to the affected corridor.

What Severe-Weather Risks Affect Georgia?

Georgia communities can experience severe thunderstorms, damaging straight-line winds, tornadoes, hail, lightning, tropical systems, extreme heat, winter weather, and falling trees. The frequency and potential consequences of these hazards vary considerably across the state.

The Georgia Danger Index evaluates severe-weather risk using the frequency, intensity, geographic reach, injuries, fatalities, property losses, and long-term patterns associated with documented weather events. The index also considers whether several hazards affect the same community.

Georgia’s location between the Atlantic coast, Gulf Coast, Appalachian Mountains, and humid interior Southeast allows severe weather to reach the state during every season. The Georgia Emergency Management and Homeland Security Agency notes that regional conditions can sometimes produce snow or ice in one area while thunderstorms, lightning, or tornadoes affect another.

Damaging Winds

Straight-line thunderstorm winds can damage roofs, siding, windows, trees, utility lines, vehicles, and other structures. Wind-driven debris and widespread power failures can extend the effects beyond the storm’s immediate path.

Severe Thunderstorms

Georgia’s thunderstorms can produce frequent lightning, intense rainfall, large hail, dangerous winds, flash flooding, and tornadoes. GEMA identifies thunderstorms and the flooding they produce as the state’s most common natural disasters.

Tornadoes

Tornadoes can occur anywhere in Georgia and during any month of the year. Their narrow paths may produce extreme localized damage even when nearby communities experience substantially different conditions.

Hail

Large hail can damage roofing materials, gutters, windows, siding, vehicles, crops, outdoor equipment, and commercial property. Some damage may not be apparent until the property is professionally inspected.

Tropical Systems

Georgia rarely receives a direct hurricane landfall, but hurricanes and tropical storms can still bring destructive winds, tornadoes, heavy rainfall, coastal flooding, and widespread tree damage into coastal and inland communities.

Falling Trees

Saturated soil, strong winds, lightning, aging trees, and damaged root systems can cause trees or branches to fall onto homes, vehicles, roads, utility lines, and neighboring properties.

Severe Thunderstorms and Straight-Line Winds

Severe thunderstorms are among Georgia’s most frequent weather hazards. GEMA reports that damaging straight-line winds occur approximately 75 days per year in Georgia and are most common during spring and summer, with activity peaking in July.

Straight-line winds can exceed 58 mph and produce damage that resembles tornado damage. Unlike a tornado’s relatively narrow path, a strong thunderstorm complex may affect multiple neighborhoods or counties with downed trees, roof damage, blocked roads, electrical outages, and wind-driven rain.

Can Tornadoes Occur Anywhere in Georgia?

Yes. Tornadoes have been documented throughout Georgia, and GEMA identifies them as the state’s leading weather-related killer. Tornadoes may develop rapidly, occur after dark, or become obscured by heavy rain and trees.

Georgia’s tornado history includes several destructive events. The state’s NOAA climate summary reports that an EF4 tornado struck Catoosa County during the April 2011 Super Outbreak. Another EF4 tornado struck Newnan in March 2021, producing widespread damage and one fatality.

A community’s tornado score is based on documented event frequency and severity over the study period—not on whether a single historic tornado occurred there. Injuries, fatalities, property losses, storm paths, and the geographic area affected are also considered.

Hail, Lightning, and Localized Property Damage

Hail and lightning events may affect a smaller area than a hurricane or widespread windstorm, but they can still produce significant property losses. Hail can reduce the useful life of roofing materials, dent metal components, crack exterior surfaces, damage vehicles, and contribute to later water intrusion.

Lightning can cause fires, electrical surges, appliance damage, structural damage, and interruptions to communications or business operations. When lightning occurs alongside strong winds and heavy rain, determining the cause and sequence of property damage may become more complicated.

How Tropical Systems Affect Coastal and Inland Georgia

Georgia’s tropical-weather exposure is not limited to the immediate coast. A hurricane or tropical storm may weaken after landfall while continuing to carry strong winds and substantial moisture across South Georgia, Central Georgia, metropolitan Atlanta, or the mountain region.

Hurricane Michael demonstrated this inland exposure in October 2018. After making landfall in Florida, Michael entered southwest Georgia as a major hurricane and caused extensive wind and agricultural damage. Tropical-system remnants can also produce tornadoes and extreme rainfall far from the storm’s center.

Georgia’s NOAA climate summary also documents the effects of Tropical Storm Alberto in 1994. The storm produced more than 27 inches of rain near Americus, including 21 inches within 24 hours, and caused catastrophic flooding along the Flint and Ocmulgee Rivers.

Why Falling Trees Are a Significant Georgia Property Risk

Georgia’s extensive tree cover creates shade and environmental benefits, but it can also increase property exposure during storms. Strong winds may break healthy limbs, while saturated soil can weaken the ground supporting an entire tree.

Responsibility for tree damage may depend on where the tree fell, whether it was visibly dead or hazardous before the event, whether the owner had notice of the condition, and the language of the affected insurance policies. The location of the tree alone does not necessarily determine which insurer or property owner is responsible.

How Severe Weather Affects the Georgia Danger Index

A community does not receive a high weather-risk score because it experienced one memorable storm. The Georgia Danger Index uses a multiyear evaluation to reduce the influence of isolated events and identify areas with persistent or overlapping exposure.

  • Event frequency: The number of documented tornadoes, high-wind events, hailstorms, lightning events, and tropical-system impacts.
